I've been researching the same thing myself and with any of the new gingerbread rom's, gingerbreak seem's to work really well for rooting. That's what I've used for 2 n50gt's. For rom development you pretty much have to do it in linux because the format that Official rom's are contained in has changed. There are a few tools that you have to compile yourself for whatever linux distro you choose to use, rkunpack being the primary tool to get the rom's out of whatever container format the rom's come in.
